As the Jews had only a 10% minority of the population in all Israel at the time and the British thought it would be antidemocratic to vest sovereignty in the Jews immediately, they decided to follow the British Balfour policy. That was to put the political rights in trust with legal dominion over them in the trustee, England. So England was to exercise sovereignty until the Jews had attained a population majority.
