The Palestine New Network headline informs its readers that Lieberman has announced "Settlement Contraction To Continue In September"
Either Israel is making more concessions in order to boost Abbas's image (assuming he has an image to boost), or someone on the PNS staff confused contraction for construction.

I think they meant "construction." They were so upset they couldn't bring themselves to state the obvious.
