Is Haniyeh Channeling Abbas?

The Jerusalem Post headline seems promising enough:
Haniyeh asks Jihad, PRC to stop attacks

Hamas Prime Minister Ismail Haniyeh held meetings on Thursday with representatives of the Islamic Jihad and the Popular Resistance Committees in Gaza and asked them to stop firing rockets and mortars at Israel.

According to Hamas sources, both groups expressed willingness to assent to Haniyeh's request, but wanted to wait to see how Israel would respond to a proposed cease-fire.
But despite Haniyeh's request--very polite for someone who has not hesitated to use force against Fatah and to rescue Alan Johnston--2 kassam rockets were fired into Israel Thursday morning near Sderot.

Then there is this:
IDF troops thwart Hamas suicide attack

Paratroopers and soldiers of the Haruv Battalion on Thursday detained three Hamas men who were planning to carry out a suicide attack in the center of Israel.
Is someone just not getting the memo, or is Haniyeh really in a position to stop anything?
Maybe we should ask Mashaal.
