Where There's Nuclear Material, Is There A Nuclear Installation?

Israeli officials seem to think so.

The official added that recent Israeli reconnaissance flights over Syria revealed possible nuclear installations that Israeli officials estimate might have been supplied with material from North Korea.

North Korea is talking about a "dangerous provocation."

Do you suppose they were referring to their supplying nuclear material to a dictatorship that is known for assassinating the leaders of other countries and other aggressive behavior?
