Hezbollah's Version Of A Confidence-Building Measure

Supposedly the Kuntar reached a snag because Israel was dissatisfied with the information they received about Ron Arad. The report, by AFP, concludes:
In June, Hezbollah held celebratory ceremonies when Israel freed and then deported to Lebanon a convicted Hezbollah spy, Nessim Nisr, who had served six years in prison.

At the time, the militant group handed over the remains of Israeli soldiers in what was seen as a confidence-building measure. [emphasis added]
In the context of the lack of information about the condition of Ehud Goldwasser and Eldad Regev--in addition to Ron Arad--just what is it that Israel is supposed to be confident of when terrorists return corpses?
