New Lebanese-Syrian Border Crossings: For What Kinds Of Goods?

From SANA:
Minister of Finance Mohammed al-Hussein and Lebanese Minister of State Jean Oghassabian on Thursday discussed the possibility of setting up new border crossing points, including one in Sheikh Ayyash which will only be used by trucks carrying commercial goods.

...He added that crossing improvements include developing infrastructures and linking them electronically in accordance with a comprehensive plan and a future vision which ensure a safe and smooth passage of goods and individuals.
Obvious question: is all of this just to make it easier to transfer good back and forth, or is this (also) intended to make it easier to transfer weapons from Syria to Hezbollah in Lebanon and Hezbollah terrorists to Syria for training as has been done in the past?
