Do Israeli Prime Ministers Have Speech Writers?

Last month, Olmert was quoted by The Jerusalem Post as saying:
There is an honest, real will on my part to give a lot and receive little in return.
That is quite a statement.
This week, Olmert has outdone himself.

According to Arutz Sheva, in a news conference with foreign journalists, Olmert confirmed that he will be going ahead with the 'Convergence Plan' and unilaterally withdraw from Judea and Samaria. At the same time, Olmert admitted:
"There has been no occupation in Gaza since August last year and since then there hasn't been one day of quiet for the citizens of Israel.
But wait, there's more:
He emphasized that Israel has no desire to topple the Hamas-led Palestinian Authority government, but does indeed intend to take the steps necessary to "prevent terrorists from inflicting terrorism on the Israeli people."
How Olmert plans to prevent terrorism while allowing Hamas to stay in control is unclear, especially considering how long Operation Summer Rain was under way before the IDF was allowed to move into northern Gaza to address the Kassam threat.

Olmert also told the reporters that if
"the terrorist organizations impose a violent confrontation, both Israelis and the Palestinians will have to bear the consequences."
This is not exactly encouraging.

Which all raises the question: Do Israeli Prime Ministers have speech writers?
